We are approaching the end of 5 years of the illegal and war criminal Occupation of Iraq by the US-led Coalition. History ignored yields history repeated, and genocide ignored yields genocide repeated. It is accordingly important to assess the human and economic cost of the continuing Occupation of Iraq and indeed of the Bush “War on Terror” – or more accurately the Bush Asian Wars – of which it is a part. In short, as detailed in this article, the accrual cost of the Bush Wars is $2.5 trillion – $3.5 trillion; post-invasion excess deaths (avoidable deaths, deaths that did not have to happen) in the Occupied Iraqi and Afghan Territories total 1.5-2 million and 3-6 million, respectively; post-invasion under-5 infant deaths total 0.6 million and 2.2 million, respectively; refugees total 4.5 million and 4 million, respectively); and Gulf War Iraqi violent deaths, and excess non-violent Sanctions deaths and under-5 infant deaths under Sanctions (1990-2003) totalled 0.2 million, 1.7 million and 1.2 million, respectively. An extraordinary aspect of what must be described as the Iraqi Genocide and the Afghan Genocide is the massive ignoring of the carnage by the Mainstream media of the Western Murdochracies.
The invasions of Afghanistan and then Iraq were triggered by the 9/11 atrocity of 2001, although 6 years after the event responsibility for this crime has yet to be established in a proper judicial process. Formerly US-funded (and for all we know, presently US-funded) Osama bin Laden and Al-Qaeda have been vilified by the egregiously dishonest administration as the perpetrators of the 9/11 atrocity but William Blum in his book Rogue State correctly describes this non-state terrorist leader thus: “Osama bin Laden – alleged to have been the mastermind behind the September 11, 2001 attacks in the United States”.
No less than the former 7-year President of Italy, law professor, senator-for-life and Western intelligence intimate Francesco Cossiga in a November interview with top Italian newspaper Corriere della Sera stated (a) that the US CIA and Israeli Mossad were responsible for 9/11 and (b) that major intelligence agencies were well aware of this. Former President Cossiga’s “insider” opinion is certainly consonant with the serious objections of many scientists and scholars (notably those associated with Scholars for 9/11 Truth) to the extraordinarily implausible “official story” of the quite consistently dishonest Bush Administration.
Consistent with these serious and expert suggestions of active or passive US complicity in 9/11, former US Vice President Al Gore in his book The Assault on Reason has castigated the Bush Administration for resolutely rejecting a wealth of intelligence advice about impending attacks before 9/11, an extraordinary pattern of behaviour that drew the following comment from the deficient 9/11 Commission and quoted in his book: “We have found no indication of any further discussion before September 11th between the president and his advisors about the possibility of a threat of Al-Qaeda attack in the United States.” . Al Gore declines to go the extra step to the highly plausible theory of “passive complicity” (as was the US position over Pearl Harbor according to Japanese scholars), concluding: “Their behaviour, in my opinion, was reckless, but the explanation for it lies in hubris, not in some bizarre conspiracy theory … These affirmative and repeated refusals to listen to clear warnings constitute behaviour that goes beyond simple negligence. At a minimum, it represents reckless disregard for the safety of the American people”.
Whoever was directly or indirectly responsible for the 9/11 atrocity it was certainly not the people of Iraq and Afghanistan, about half of whom are children, three quarters women and children and who have been subject to appalling genocide (as defined by the UN Genocide Convention) by the Bush Administration, by US state terrorism and its allies.
The US “Cover Story” for the Invasion of Iraq
Invasion and occupation of other countries violates the UN Charter and is a war crime. As reported by the UK Guardian (September 2004) the invasion of Iraq was illegal and breached the UN Charter: “The United Nations secretary general, Kofi Annan, declared explicitly for the first time last night that the US-led war on Iraq was illegal. Mr Annan said that the invasion was not sanctioned by the UN security council or in accordance with the UN’s founding charter. In an interview with the BBC World Service broadcast last night, he was asked outright if the war was illegal. He replied: ‘Yes, if you wish.’”
As is now well-known, a series of assertions about pre-invasion Iraq – most notably possession of Weapons of Mass Destruction (WMD) – were false, as summarized by Al Gore in Chapter 4 ‘Convenient Untruths’ of his book The Assault on Reason. The awkward discrepancy between the “fanatical Islamic fundamentalist” (Iranian) and “dangerous Arab dictator” (Iraqi) American “threat cover stories” for war and occupation in the Middle East was finally resolved in the 21st century under the egregiously dishonest Bush Administration. Following the 9/11 atrocity in 2001, the US immediately launched the “War on Terror” – 9/11 was blamed on Afghanistan-based Al Qaeda’s “fanatical Islamic fundamentalists”, but a rapid escalation included Iraq with the utterly false complaint of complicity through (non-existent) Al Qaeda connections.
The evidently pre-planned invasion of Afghanistan commenced rapidly in 2001 with the justifying “cover story” of “Afghanistan failure to hand over (the formerly US funded) Osama bin Laden” (however sensible, peaceful negotiations would no doubt have secured this). The palpable falsity of the “Iraq-Al Qaeda links” story meant that the US spent over a year advancing a plethora of other false “stories” based on the “dangerous Arab dictator” scenario, namely “Iraqi possession of weapons of mass destruction, mobile germ warfare laboratories, ability to strike the West in 45 minutes, uranium supplies from Niger etc”. Nearly 5 years (and 1.5-2 million avoidable deaths later) these “stories” have been shown to be utterly false and the Iraqi reality is now one of a pro-Iranian fundamentalist Shi’ite Muslim political majority, secular Kurdish autonomy, secular Sunni disempowerment, overwhelmingly hated US occupation and a combination of secular Ba’athist Sunni, “fundamentalist” Shi’ite and Sunni and Al-Qaeda-type insurgency (“terrorism”) with significant US funding of violent militias.
The Coalition Governments ignored advice over lack of hard evidence for WMD from Australian Lieutenant Colonel Andrew Wilkie (who resigned from his Australian Intelligence career over the issue), Scott Ritter (a former UN weapons inspector), Dr David Kelly (top UK WMD expert who apparently commited suicide but may have been murdered according to the UK newspaper reports) and from a chief UN weapons inspector Hans Blix (Sydney Peace Prize recipient and who declared the Iraq War was illegal).
Oil, Hegemony and Israel Were Actual Reasons for the Invasion
Noam Chomsky has concluded that “the huge energy resources of the region were recognized by Washington sixty years ago as a ‘stupendous source of strategic power,’ the ‘strategically most important area of the world,’ and ‘one of the greatest material prizes in world history.’ Control over this stupendous prize has been a primary goal of U.S. policy ever since, and threats to it have naturally aroused enormous concern.” According to the Independent on Sunday (UK) “The Australian Defence Minister, Brendan Nelson has admitted that oil was a major factor in the government’s decision to keep troops in Iraq.”
However Philip Zelikow, chairman of the 9/11Commission and Bush Administration intimate as former member of the President’s Foreign Intelligence Advisory Board (PFIAB), which reports directly to the president, in a 2002 address explicitly linked the invasion of Iraq to defence of Israel and increased Israeli security through the devastation and occupation of Iraq: “Why would Iraq attack America or use nuclear weapons against us? I’ll tell you what I think the real threat [is] and actually has been since 1990 – it’s the threat against Israel. And this is the threat that dare not speak its name, because the Europeans don’t care deeply about that threat, I will tell you frankly. And the American government doesn’t want to lean too hard on it rhetorically, because it is not a popular sell.”
1.5-2.0 Million Post-invasion Violent and Non-violent Excess Deaths in Iraq
A fundamental measure of the impact of government policy is excess death (avoidable deaths, excess mortality, avoidable mortality, deaths that should not have happened) (see “Body Count. Global avoidable mortality since 1950″). Excess deaths in a country can be defined as the difference between the actual deaths in a country and the deaths expected for a peaceful, decently governed country with the same demographics. Excess deaths can be violent (e.g. due to bombs or bullets) or non-violent (e.g. due to deprivation and deprivation-exacerbated disease) – but in the last analysis, the end result is the same the culpability the same.
Accordingly, in assessing post-invasion excess deaths in Occupied Iraq we must consider violence-related post-invasion excess deaths and non-violent post-invasion excess deaths.
Recent authoritative estimates of violence-related post-invasion excess deaths in occupied Iraq (as of September 2007) are of 1.2 million (from the expert UK ORB polling company) and 0.8 million (from the top US Bloomberg School of Public Health group at Johns Hopkins University who estimated 0.6 million violent deaths as of July 2006). The prestigious US Just Foreign Policy organization estimates over 1.1 million post-invasion Iraqi deaths due to U.S. invasion .
Authoritative estimates of non-violent post-invasion excess deaths in Occupied Iraq as of September 2007 are of 0.7 million (from the latest UN Population Division data) and of 0.8 million (calculated from United Nations Children’s Fund, UNICEF, data on post-invasion under-5 year old infant deaths ; for impoverished Third World countries the under-5 infant deaths are about 0.7 of the total excess deaths, as described in the MWC News article ‘Layperson’s Guide to Counting Iraq deaths’.
We can now estimate total post-invasion violent and non-violent occupied Iraqi excess deaths and these clearly range from 0.7 million + 0.8 million = 1.5 million (minimum estimate) to 0.8 million + 1.2 million = 2.0 million (upper estimate).
In addition to the 1.5-2 million post-invasion excess deaths (2003-2007) , the 0.2 million violent deaths in the Gulf War (1991), the 1.7 million excess deaths and 1.2 million under-5 infant deaths in the Sanctions War (1990-2003), UNICEF and UN Population Division data indicate 0.6 million post-invasion under-5 infant deaths (2003-2008). UNHCR and the Brussells Tribunal indicate 4.5 million Iraqi refugees (Iraq 2005 population 27 million). An insidious long-term impact is revealed by post-invasion increased cancer incidence in Occupied Iraq that has been related to war criminal spread of huge amounts of Depleted Uranium (DU) across Iraq.
This overall atrocity constitutes genocide as defined by Article 2 of the UN Geneva Genocide Convention: “In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: a) Killing members of the group; b) Causing serious bodily or mental harm to members of the group; c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; d) Imposing measures intended to prevent births within the group; e) Forcibly transferring children of the group to another group.”
Eminent scholars and writers who decry and use the terminology “Iraqi Holocaust” and/or an “Iraqi Genocide” include Dr Mark Weisbrot (President of Just Foreign policy) , Dr Paul Craig Roberts (eminent US writer, academic, editor and Father of Reaganomics) , and John Pilger (outstanding, award-winning Australian-UK writer and journalist).
Genocide and Holocaust Ignoring, Obfuscation, Minimization and Denial
There has been gross ignoring and gross under-estimation of post-invasion excess deaths by Mainstream media and politicians. In response to expert estimates of “100,000 post-invasion deaths” in Occupied Iraq published by top US medical epidemiologists in the top medical journal The Lancet in 2004, the Bush and Blair Governments responded with bald denial. Indeed the ignoring, denial and obfuscation by mainstream media and politicians in the Western Murdochracies has continued as the estimates have steadily risen to a current estimate of 1.5-2 million post-invasion excess deaths.
Thus, in Australia, then Labor Leader of the Opposition, Kevin Rudd (and now PM after a landslide victory in November 2007), speaking to Parliament as reported on 14 February 2007 by the ABC PM program: “KEVIN RUDD: Prime Minister, given that another 100 Iraqi civilians will die today, adding to the 61,000 who have died so far, following his failed invasion in Iraq, when will the Prime Minister have the courage and the decency to admit that he has got this war radically wrong from day one?”
Yet as of 19 August 2004, Mr Rudd was aware of horrendous passive mass murder of Occupied Iraqi infants alone of circa 0.1 million annually as revealed by the following e-mail he was sent (from me):
“Dear Mr Rudd, Please find below a DETAILED FORMAL COMPLAINT I have sent to all the major Federal and State Law Officers in Australia (and copied to politicians, media, NGOs etc) concerning Australian Federal Government complicity in war crimes in Iraq, namely (1) illegal invasion of a remote, non-threatening country and (2) horrendous mass mortality in an occupied country e.g. current under-5 infant mortality is estimated from UNICEF data to be about 100,000 per year in Iraq (population 24 million) as compared to 1000 in the “occupier” country Australia (population 20 million) – while annual per capita medical expenditure is currently US$40 in occupied, war-ravaged Iraq as compared to US$1000 in Australia. I would be very happy if you would disseminate this to all your colleagues and associates Yours sincerely, Gideon Polya [Attached below] Date: 17 August 2004 To: Federal & State Commissioners of Police, Solicitors General & Attorneys General From: Dr Gideon Polya Re: Complaint to Australian law officers about Australian Federal Government complicity in war crimes involving mass mortality, principally of children and in Iraq …”
Al Gore is highly critical of the invasion and occupation of Iraq but follows the “concerned”, neo-Bush-ite path of hugely under-estimating the numbers of Iraqis killed as in the following quote: “he went to war virtually without clear thought and certainly without preparation for the aftermath that has tragically now claimed more than three thousand American lives and many tens of thousands of Iraqi lives.”
It was estimated by Senator Rachel Siewert in a speech to the Australian Senate that up to 21,000 Iraqi infants may have died as a result of the Australian Wheat Board (AWB) diversion of A$300 million from the UN Oil for Food Program. Iraqi litigation against both the Australian Government and AWB is contemplated. Formal complaints over Australian war crimes in Occupied Iraq have been lodged by an individual (myself) with the International Criminal Court; the Chief Prosecutor of the ICC has indicated his preparedness to investigate state complaints against Bush and Blair.
Indeed 2005 UK Nobel Laureate Harold Pinter in his acceptance speech advocated such prosecutions:
“The invasion of Iraq was a bandit act, an act of blatant state terrorism, demonstrating absolute contempt for the concept of international law. The invasion was an arbitrary military action inspired by a series of lies upon lies and gross manipulation of the media and therefore of the public; an act intended to consolidate American military and economic control of the Middle East masquerading as a last resort all other justifications having failed to justify themselves as liberation. A formidable assertion of military force responsible for the death and mutilation of thousands and thousands of innocent people. We have brought torture, cluster bombs, depleted uranium, innumerable acts of random murder, misery, degradation and death to the Iraqi people and call it ‘bringing freedom and democracy to the Middle East’. How many people do you have to kill before you qualify to be described as a mass murderer and a war criminal? One hundred thousand? More than enough, I would have thought. Therefore it is just that Bush and Blair be arraigned before the International Criminal Court of Justice.”
My comment (as of January 2008) : 2 million? More than enough, I would have thought.
Western Murdochracies Lying by Omission over the Iraqi Genocide
Notwithstanding the matters outlined above, the Iraq War was studiously avoided during the recent Australian Federal Election after the manner of the John Cleese portrayal of Basil Fawlty in ‘Fawlty Towers’ and his injunction “Don’t mention the war”. In relation to Occupied Iraq, Australian mainstream media and politicians are wittingly or unwittingly involved in Holocaust Commission, Holocaust Denial, Genocide Commission, and Genocide Denial. The only Mainstream Australian publication reporting this carnage (to my knowledge) during the Australian election campaign was a book Lies, Deep Fries & Statistics edited by Australia’s top science journalist Robyn Williams and published by the Australian Broadcasting Corporation (the ABC) – it contained a chapter by me (just prior to chapters by top human rights lawyers, former Australian Attorney General Kep Enderby QC and Julian Burnside QC), entitled ‘Australian complicity in Iraq mass mortality’, this being the transcript of a nation-wide broadcast with the same title I had made in 2005.
In an outrageous process of sustained holocaust ignoring and holocaust denial, mainstream Australian – and indeed Western – journalists and politicians resolutely ignore the carnage in the Occupied Palestinian, Iraqi and Afghan Territories where post-invasion excess deaths presently total 0.3 million, 1.5-2 million and 3-6 million, respectively; under-5 infant deaths total 0.2 million, 0.6 million and 2.2 million, respectively; and the refugees total 7 million, 4.5 million and 4.0 million, respectively.
Holocaust denial in relation to the Jewish Holocaust (6 million deaths, including 1 million non-violent excess deaths) has been criminalized in a number of Western European countries (punished by up to 10 years’ imprisonment in Austria) and France and Belgium have recently criminalized denial of the Armenian Genocide. Indeed Germany has recently suggested extending EU legislation to criminalize denial or minimization of other contemporary holocausts and genocides. This may prove to be a useful avenue for cessation of the carnage which depends on complicit mainstream media lying by omission.
Australia May Be a Weak Link in the War-criminal Western Murdochracy Chain
According to a 2007 survey by the US Studies Centre, University of Sydney, 67% of Australians polled opposed Australia’s presence in Iraq and 56% opposed Australia’s presence in Occupied Afghanistan. As reported by the UK Independent on Sunday, “Australia, which continues to back the increasingly unpopular war, initially sent 2,000 troops. It still has 1,000 troops there, supported by 600 air force and navy personnel in the region.”
The UK Guardian has reported that PM-elect Rudd will pull most but not all of Australia’s troops out of Iraq by mid-2008, leaving some hundreds behind; Rudd will soon meet Robert McCallum, the US ambassador to Australia, to discuss the precise timing of the withdrawal. Rudd admits that the presence of troops in Iraq has made Australia more of a target for terrorism; and he will keep Australia’s 1,000 troops in Afghanistan. The Rudd Government will consult with the US Ambassador about withdrawal but there was no indication of whether the Occupied Iraq Government would be consulted. It now appears that a substantial body of Australian troops will leave in mid-2008 but hundreds will remain – ostensibly for “non-combat duties” but actually to keep the Americans happy as a continued premium payment on White Australia’s “American insurance policy” for protection against its #1 continuing nightmare of “Asian hordes”.
WorldPublicOpinion.org, an expert polling organization with an advisory board from top US universities and organizations, reported that as of September 2006: “a large majority of Iraqis – 71% – say they would like the Iraqi government to ask for U.S.-led forces to be withdrawn from Iraq within a year or less … support for attacks against U.S.-led forces has increased sharply to 61 percent …79 percent of Iraqis say that the United States is having a negative influence on the situation in Iraq … 77 percent of respondents say that the United States plans to have permanent military bases … 91 percent of Sunnis now say that they want the United States to withdraw within a year, including 84 percent of those in Baghdad … Large numbers say that the United States’ military presence is ‘provoking more conflict than it is preventing.’ This view is held by 78 percent overall, and by 82 percent of Shias and a near-unanimous 97 percent of Sunnis.” Also, a majority of all groups – “78% – believe that ‘If the new Iraqi government were to tell the United States to withdraw all of its forces within six months,’ the United States would refuse to do so.”
The Iraq war is deeply unpopular in Australia – and this despite massive mainstream media lying about the actual excess deaths associated with conflict. When apprised of the carnage and the overwhelming Iraqi opposition to continued occupation Australians will be horrified and appalled by the huge reparations bill for which Australia is liable together with the other members of the Coalition. At US $1,000,000 per head, the reparations for 2 million post-invasion Iraqi excess deaths in an illegal war prosecuted on information known to be false will total $2 million million or $2 trillion.
There are many serious Iraq-related issues to be addressed in a resolute fashion in the Bush-ite and neo-Bush-ite Western Murdochracies, most notably the Holocaust Commission, Holocaust Denial, Genocide Commission, and Genocide Denial. There is urgent need for investigation and prosecution of Iraq-related Coalition crimes. Of crucial importance is the near-comprehensive, entrenched failure of mainstream media, politicians, academics and other public servants to tell the truth – lying by omission that represents a major threat to the security, health, wealth and reputation of the US Alliance countries as well as their victims.
In a recent carefully researched article published in January 2008 on Countercurrents and thence elsewhere, notably on Information Clearing House (ICH) I asked the question “How many kids will Bush America kill in 2008?” The answer is that Bush America will be responsible for (a) 850,000 excess deaths in US- or US surrogate-occupied Territories in 2008 (of whom well over 50% will be kids) and (b) 550,000 avoidable under-5 infant deaths in these Occupied Territories in 2008 or 550,000/365 = 1,500 avoidable under-5 year old infant deaths daily.
Terrorism whether state terrorism or non-state terrorism is evil and repugnant.
Muslim-origin non-state terrorists have murdered 7,000 Western civilians in the last 40 years (including Israelis and assuming no US or Israeli complicity in 9/11 – ignoring the fact that in November 2007 former President and intelligence-intimate Francesco Cossiga of Italy announced unequivocally that 9/11 was due to the US CIA and Israeli Mossad and that major intelligence agencies are well aware of that).
However the 21st century Bush Wars in Iraq and Afghanistan have been associated (so far) with post-invasion excess deaths of 1.5-2 million and 3-6 million, respectively; post-invasion under-5 infant deaths of 0.6 million and 2.2 million, respectively; and refugees totalling 4.5 million and 4 million, respectively. The accrual cost of the Bush Asian Wars has been estimated by 2001 US economics Nobel Laureate Professor Joseph Stiglitz (Columbia) and Professor Linda Bilmes (Harvard) at $2.5 trillion (and a recent US Congress report has estimated it at $3.5 trillion) – with immense implications for domestic and international human survival. From these authoritative figures Bush’s US is clearly the world’s #1 terrorist state and the current world’s #1 for mass murder and mass paedocide (mass infanticide, mass murder of children).
Silence kills and silence is complicity. Decent people are obliged to (a) inform others about huge abuses of humanity and (b) to act ethically (e.g. by boycotts) in all their avoidable dealings with those complicit in such atrocities.
I am merely ONE humanitarian voice and indeed am almost comprehensively ignored in my own country, Bush-complicit Australia (but with rare exceptions, e.g. the afformentioned talk, ‘Australian Complicity in Iraq Mass Mortality’, broadcast by the Australian Broadcasting Corporation (ABC) Science Unit). However a search today (11 January 2008) on Yahoo for the words “how many kids Bush” yielded 150 million URLs of which #3 on page #1 was my article on ICH entitled ‘How Many Kids Will Bush America Kill in 2008?’
Decent anti-racist, anti-war, humanitarian folk can take heart from this example and follow this example. They can write, talk, lecture, comment, and protest against the continuing mass murder of Muslim children by the Bush-ite Western Murdochracies. Further, prompted by the example above of three eminent writers (Dr Mark Weisbrot, Dr Paul Craig Roberts and John Pilger), subscribing to the concepts of “Iraqi Genocide”and/or “Iraqi Holocaust”, they can also attempt (for example, via so many “degrees of separation”) to get EMINENT PEOPLE from all walks of life in the Western Murdochracies and elsewhere to use this exact terminology in publicly opposing this utterly unacceptable, horrendous, ongoing atrocity.
